Do we need to replace our tools?
Usually not. Most constraints found in this work are ownership and handoff problems wearing a software costume. Tooling change has to be earned by the evidence.
We want automation, not a process review.
Automating an unstable process makes its defects permanent and faster. The review is short and exists so the automation survives contact with the exceptions.
Who does the building?
Either side. The mission can end at an implementable specification or include the build, and that is scoped explicitly before it starts.
